China: Cyberspace Administration published Initiative on Deepening China-ASEAN Cooperation on Digital Governance including commitments regarding cybersecurity

On 4 December 2025, the Cyberspace Administration of China published the Initiative on Deepening China-ASEAN Cooperation on Digital Governance, including commitments regarding cybersecurity. The objective is to enhance the capacity for responding to and analysing cybersecurity incidents, provide mutual assistance for cross-border cybersecurity incidents, and ensure the secure operation of important information systems. The initiative also focuses on strengthening the sharing of threat information, alerts, and advisories. This includes exploring the creation of a China-ASEAN cybersecurity threat information sharing platform and establishing a regular information exchange mechanism for major cybersecurity incidents. Furthermore, China intends to promote cooperation on cybersecurity capacity building through seminars, training programs, and joint cybersecurity drills.
