On 1 January 2026, Circular No. 31/2025/TT-BKHCN Promulgating the List of Key Digital Technology Products and Services enters into force, designating ten key digital product product and service groups that are eligible for special incentives under the Law on the Digital Technology Industry, such as tax incentives, state support, and preferential customs treatment. The ten key digital product and service groups are: (1) artificial intelligence, digital twins and virtual reality/augmented reality, including the Vietnamese language model, virtual assistant, specialised artificial intelligence, digital twins, Metaverse and smart devices processing artificial intelligence at the edge; (2) cloud computing, quantum and large data, including equipment and software of cloud-computing systems, cloud-computing services, quantum-computing and quantum-communication services and large-scale data centres; (3) blockchain, including blockchain application software, traceability systems and blockchain network infrastructure; (4) next-generation mobile networks (5G/6G), including radio-access equipment and solutions, core-network equipment and solutions, high-speed IP-transmission equipment, smart 5G/6G devices and fibre-optic transmission equipment; (5) robotics and automation, including autonomous mobile robots, industrial robots and software and digital platforms for robot development, control and operation; (6) semiconductors, including specialised chips, artificial-intelligence chips and Internet-of-Things chips; (7) aviation and space, including low-altitude remote-sensing and telecommunications satellites, ground stations and satellite control, unmanned aerial vehicles and software and digital platforms for satellite and unmanned-aerial-vehicle development, control and operation; (8) network security, including electronic identification and authentication platform equipment and software, information-security products for terminal devices, network-layer and application-layer security, data-protection products, firewall solutions and intrusion-detection and intrusion-prevention solutions, as well as security solutions for critical infrastructure and national databases; (9) national digital platforms and shared digital platforms as listed in Decision No. 2618/QD-BKHCN of 11 September 2025; and (10) Internet of Things, including Internet-of-Things devices, software and platforms. The Circular applies transitional provisions linked to Circular No. 19/2021/TT-BTTTT and assigns responsibilities for disclosure accuracy, implementation and review.
