On 4 December 2025, the Department for Transport opened a consultation on developing the automated vehicles regulatory framework until 5 March 2026. It aims to gather evidence to inform secondary legislation, guidance, and policy under the Automated Vehicles Act 2024. The consultation addresses vehicle type approval, authorisation, user-in-charge requirements, no-user-in-charge operator licensing, insurance, in-use regulation, incident investigation, cyber security, accessibility, and environmental impacts. It invites responses from a wide range of stakeholders, including technology providers, manufacturers, parts suppliers, academics, road users, trade unions, first responders, and individuals with accessibility needs.
