Telecommunications (Telecom Cyber Security) Amendment Rules entered into force

On 22 October 2025, the Department of Telecommunications' Telecommunications (Telecom Cyber Security) Amendment Rules entered into force. The amendment extends the telecommunications (Telecom Cyber Security) Rules 2024 to entities using telecom identifiers across sectors, including finance, e-commerce, and device resale. The rules apply to telecom identifier user entities (TIUEs) and businesses handling second-hand devices. It introduces obligations, including the mobile number validation platform for verifying number–user authenticity, International Mobile Equipment Identity (IMEI) scrubbing for all resale devices against a central blacklist, and regulated data-sharing duties for TIUEs to support fraud prevention and traceability.
