On 21 November 2025, the Algorithmic Transparency and Choice Act (HB 6253) was introduced to the House of Representatives. The Act applies to social media platforms that use recommendation algorithms. The Act requires online platforms to provide minors with clear information and options related to personalised recommendation systems. It mandates notices explaining how recommendation systems work, disclosure of data inputs, default use of input-transparent algorithms for minors, and options to switch off or limit personalised recommendations. Furthermore, for minors, the default setting must be an input-transparent algorithm, one that does not use user-specific data unless the user has deliberately provided it for that purpose. Finally, the Act empowers the Federal Trade Commission to enforce the obligations and preempts conflicting State rules.
