Office of Communications opened consultation on guidance on qualifying worldwide revenue

On 18 July 2025, the Office of Communications (Ofcom) opened a consultation on the guidance on qualifying worldwide revenue until 10 September 2025. The guidance explains how the Online Safety Act, which applies to social media platforms and search services, establishes the concept of qualifying worldwide revenue (QWR), which is relevant both to the calculation of fees for funding regulatory activities and to the maximum penalties under the Act. The guidance sets out principles for QWR calculation, including completeness, accuracy, causality, objectivity, consistency, and transparency. It also provides further information regarding different possible apportionment methods.
