The Act aims to establish a Bureau of Digital Services Oversight and Safety within the Federal Trade Commission, which would be responsible for the oversight of digital platforms regarding online content. Regarding content moderation, the Act would introduce reporting duties to the Bureau and the requirement of an internal complaint mechanism for users to appeal content moderation decisions. Regarding recommender systems, the Act would introduce transparency requirements and the right for users to opt out of content recommendations based on personal user information.
