On 23 February 2022, the Digital Services Oversight and Safety Act is introduced in the U.S. House. The Bill aims to establish a Bureau of Digital Services Oversight and Safety within the Federal Trade Commission, which would be responsible for the oversight of large online companies regarding online content. The Bill introduces obligations regarding content moderation, including reporting duties to the Bureau and a complaint-handling mechanism for users to appeal content moderation decisions. Furthermore, the Bill includes transparency obligations for the use of recommender systems as well as the right for users to determine the order in which information is presented.
