On 4 November 2025, the Budget Implementation Act was introduced to the House of Commons. The Act amends the Personal Information Protection and Electronic Documents Act to allow individuals to request the transfer of their personal information between organisations under a recognised data mobility framework, with the transfer carried out as soon as feasible. It allows the Governor in Council to issue regulations defining data mobility frameworks, establishing safeguards for secure transfers, specifying technical standards, identifying covered organisations, and providing exceptions for proprietary or confidential information. The Act also includes amendments regarding the enforcement mechanisms, enabling individuals to file complaints with the Commissioner, seek court hearings, and permitting the Commissioner to order corrective measures, enter into compliance agreements, audit practices, and promote organisational policies for compliance. Whistleblowers acting in good faith to report, refuse, or prevent contraventions are protected. The provisions will come into force on a date set by the Governor in Council.
