European Union: European Commission announced investigation into Amazon over qualification as a gatekeeper under Digital Markets Act based on cloud computing service Amazon Web Services

Description

European Commission announced investigation into Amazon over qualification as a gatekeeper under Digital Markets Act based on cloud computing service Amazon Web Services

On 18 November 2025, the European Commission announced an investigation into Amazon regarding its possible qualification as a gatekeeper under the Digital Markets Act (DMA) based on its cloud computing service Amazon Web Services. Given the strong position occupied by Amazon Web Services in relation to businesses and customers, the Commission intends to determine whether it qualifies as an important gateway under the DMA despite not meeting the gatekeeper thresholds for size, user number and market position. Further, the Commission seeks to assess whether features of the cloud sector could further reinforce the position of Amazon Web Services. The Commission aims to conclude the market investigation within 12 months. If designated, Amazon would have 6 months to ensure full compliance with DMA obligations.
