On 12 November 2025, the Ministry of Industry and Information Technology opened a consultation on the Printed Circuit Board Industry Standard Conditions (Draft for Comment) until 18 November 2025. Aimed at Printed Circuit Boards (PCB) businesses, the draft sets out requirements on industrial layout, restrictions on project construction in prohibited zones, controls on low-technology capacity expansion and encouragement of industrial clustering. The draft requires enterprises to meet conditions on registration, full-process production capability, research and development expenditure, intellectual property compliance, production-output ratios and minimum per-capita output. It further sets out technical requirements for different types of circuit boards. PCB businesses would also be required to implement quality-management requirements including ISO 9001 certification, implement measurement-management systems and testing capabilities, and are encouraged to use intelligent manufacturing.
