Rwanda: Ministry of Finance and Economic Planning announced plans to develop guidelines preventing anti-competitive agreements in Financial Sector Development Strategy (2025 - 2030)

On 16 October 2025, the Ministry of Finance and Economic Planning announced plans to develop guidelines preventing anti-competitive agreements in the Financial Sector Development Strategy (2025 - 2030). In particular, the guidelines will regulate Unstructured Supplementary Service Data (USSD) and Application Programming Interfaces (API) utilised by digital payment providers. These guidelines aim to ensure equitable access and foster innovation in digital financial services, improving their affordability and accessibility across the nation.
