Cabinet of Canada implemented order on amendments to Special Economic Measures (Russia) Regulations prohibiting provision of drones and cyber infrastructure

On 6 November 2025, the Cabinet of Canada implemented an order under the Special Economic Measures (Russia) Regulations, prohibiting the provision of drones and cyber infrastructure support to entities linked to Russia's conventional military efforts and hybrid cyber strategies against Ukraine. Under the latest order, 11 entities and 13 individuals were added to Schedule 1, among them entities that supply the cyber infrastructure used in Russian hybrid strategies against Ukraine. The prohibitions include dealing with any property of listed persons and providing them with any goods, financial services, or other related services.
