On 7 November 2025, the Bill establishing an AI legal framework in Türkiye was introduced to the Grand National Assembly. The proposed legislation clarifies responsibilities for both users and developers of AI. The Bill requires that AI data sets be anonymous and non-discriminatory, treating biased data as a security violation (modifying Law No. 6698). It also imposes obligations on service providers to use transparent data and conduct regular cybersecurity tests (modifying Law No. 7545) for security purposes. Non-compliance may result in fines up to TRY 5 million or temporary suspension. The proposed legislation also defines an artificial intelligence system in Law No. 5651 and regulates liability for crimes committed through AI by modifying Penal Code No. 5237.
