Italian Communications Regulatory Authority and Institute for Advertising Self-Regulation adopted Framework Agreement on compliance with commercial communications rules in the digital age

On 11 November 2025, the Italian Communications Regulatory Authority (AGCOM) and the Institute for Advertising Self-Regulation (IAP) announced adoption of a Framework Agreement on compliance with commercial communications rules in the digital age. The Framework Agreement renewed the cooperation established between AGCOM and IAP since 2018 by aligning AGCOM’s regulatory and supervisory mandate with IAP’s self-regulatory functions, including continuous updates of the IAP Code. The New Framework Agreement addressed developments in technological systems and new digital-advertising formats, including regarding the recognisability of commercial communications disseminated by influencers in line with the Code of Conduct adopted by AGCOM and the IAP Digital Chart Regulation. The Framework Agreement provided for future Guidelines containing practical examples, checklists, and a technical glossary covering influencer partnerships, the use of hashtags such as #adv, affiliate links, discount codes, and live-shopping formats.
