Competition Authority issued fine of EUR 4.665 million against Doctolib for abusing dominant position (Decision 25-D-06)

On 6 November 2025, the Autorité de la concurrence (French Competition Authority) issued a fine of EUR 4.665 million against Doctolib for abusing its dominant position in the online medical appointment booking and telemedicine solutions sector. The ruling stated that Doctolib imposed exclusivity and tied selling practices and required Doctolib teleconsultation subscribers to also subscribe to Doctolib Patient. It also stated that Doctolib acquired its main competitor, MonDocteur in 2018 to consolidate market dominance. The total fine of EUR 4.665 million is comprised of a EUR 4.615 million fine for the exclusivity and tied selling component and a flat EUR 50'000 fine for the merger component. The Authority notes that the merger component follows the European Court of Justice's Towercast decision by finding abuse of dominance where national or EU merger notification thresholds are not met.
