On 5 November 2025, the Bill regulating audiovisual content provision on demand (Bill No. 8.889/2017) was passed by the Chamber of Deputies. The Bill is a substitute sub-amendment adopted by the rapporteur of the Special Committee during the 241st Extraordinary Semi-Presential Deliberative Session. The substitute, approved under Article 191 of the Internal Regulations of the Chamber of Deputies, rendered all attached proposals, including Bill No. 2.331/2022, moot, and the Board of Directors confirmed their separation. The approved text introduces taxation on audiovisual streaming services through the Contribution for the Development of the National Film Industry (Condecine). Streaming providers, whether free or paid, must contribute between 0.1% and 4% of annual gross revenue, with exemptions for companies earning up to BRL 4.8 million. The measure applies to video-on-demand and app-based television services such as Netflix, Claro TV+, and YouTube. Companies may deduct up to 60% of the contribution if reinvested in Brazilian audiovisual production or training, and up to 75% if more than half the catalogue is Brazilian. The Bill establishes a progressive 10% quota for national content to be implemented over seven years, public-communication obligations for providers with annual revenues exceeding BRL 500 million, and equal-access requirements for smart-TV manufacturers. Thirty percent of funds raised will support independent producers in the North, Northeast, and Central-West regions. The bill will now be sent to the Federal Senate for consideration.
