Government adopted Decree No. 1667 on approval of Rules for centralised management of public communications network including content moderation regulation

On 27 October 2025, the Government adopted Decree No. 1667 on approval of the Rules for centralised management of the public communications network, establishing content moderation regulation as part of cybersecurity management. The Rules define a threat to network security as the dissemination of information on the Internet, access to which is restricted under Russian law or actions counteracting access limitation. Measures to eliminate such threats include limiting access to the relevant information or information resources on the Internet. The Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) is authorised to apply these measures within its centralised management function when such threats are included in the official list of threats.
