On 31 October 2025, the Law on Digital Transformation was introduced to the National Assembly of Vietnam. The Law on Digital Transformation applies to domestic and foreign organisations and individuals directly involved in or related to digital transformation in Vietnam under Article 2. For organisations and businesses operating digital systems and digital platforms, Article 5(5) prohibits abusing one’s position or authority to obstruct, discriminate against, create monopolies, establish factions, or restrict competition in the development, operation, or exploitation of digital systems. Article 9(7) establishes a State policy to strengthen the management and supervision of digital systems and platforms, especially large-scale and very large-scale intermediary digital platforms, to ensure fair, safe, and transparent competition in the digital environment. Article 38(3) prohibits intermediate digital platforms from obstruction, coercion, unlawful discrimination, or unfair competition against other providers when offering products and services on the digital platform. These provisions apply to organisations under Article 16(1).
