Vietnam: Ministry of Science and Technology closed consultation on the Draft Law amending and supplementing the Law on Technology Transfer including technology transfer requirements

On 25 August 2025, the Ministry of Science and Technology closed the public consultation on the Draft Law amending and supplementing the Law on Technology Transfer (No. 07/2017/QH14), which had been open since 21 August 2025, including provisions on technology transfer requirements. The draft law revises rules on domestic and cross-border technology transfers, establishing registration, appraisal, and ownership-verification procedures for transferred technologies. It sets conditions for technology valuation, including appraisal requirements for projects using state capital, and mandates licensing of restricted technologies before implementation. The draft law further defines the powers of competent authorities to approve, license, monitor, and certify technology transfers, ensuring that such activities comply with national policies promoting innovation and sustainable technological development.
