On 5 November 2025, the Government of Singapore introduced the Health Information Bill (Bill No. 20/2025) in Parliament. The Bill sets up a framework setting out the conditions under which healthcare providers would have to contribute health data to a national electronic records system. The Bill defines “health information,” “accessible health information,” and “individually-identifiable health information,” and specifies rules governing their collection, access, use, and disclosure. It restricts access to authorised contributors, users, and requestors, sets conditions for accuracy, retention, and destruction, and establishes legal protections for entities acting in compliance with the Act. The Bill also creates offences for unauthorised access, disclosure, and misuse of information, which are subject to various penalties.
