On 31 October 2025, the President issued Circular 2025/18, establishing the action plan to combat illegal betting, games of chance, and gambling in the virtual environment. The circular notes that the expansion of the virtual world, social media, and financial technologies has changed how such activities are conducted, often enabling cross-border operations through social media, payment systems, and crypto assets. The plan seeks to improve detection, intervention, and monitoring capacities and calls for legal, administrative, and technical strengthening, better inter-institutional and international coordination, and public awareness measures. Prepared by the Financial Crimes Investigation Board with public and civil society organisations, the plan focuses on detecting and preventing illegal activities across virtual platforms, the financial system, and promotional channels. The Board will share the plan with relevant institutions and oversee its implementation and monitoring, with all public bodies expected to support its execution.
