On 26 November 2025, the European Commission closes the consultation on the Quantum Act. The initiative focuses on addressing fragmented research and innovation, limited industrial capacity, and vulnerabilities in quantum supply chains. Policy options under consideration include integrating quantum research within a common EU framework, establishing strategic projects eligible for combined EU and national financing, supporting pilot lines and enabling technologies, and improving coordination on supply-chain resilience. Non-legislative measures may address skills development through a European Degree in Quantum Technologies and the mutual recognition of qualifications. The Commission will prepare an impact assessment alongside targeted expert consultations. The consultation will inform the design of the Quantum Act and assess the feasibility and potential effects of proposed measures on competitiveness, economic security, and sustainable production capacity.
