On 15 October 2025, the Online Safety (Relief and Accountability) Bill (Bill No. 18/2025) was introduced to Parliament. The Bill would regulate online service providers and administrators of online locations that enable users in Singapore to communicate, interact or access content. The Bill would define categories of online harmful activity, including harassing, doxxing, and non-consensual disclosure of private information, set out a reporting process, and empower the Commissioner of Online Safety to issue various types of directions to content communicators, online administrators, and service providers, including requiring the removal or disabling of access to harmful material, cessation of harmful communications, restriction of user accounts, application of warning labels and reduction of content engagement. The Commission can issue a range of enforcement measures upon non-compliance with a direction, including access-blocking orders and app removal orders.
