On 1 November 2025, the United States and China adopted a bilateral agreement to stabilise trade and restore cooperation. Under the announced Economic and Trade Relations Deal, China will suspend or remove non-tariff countermeasures imposed on the United States since 4 March 2025, including the listing of American companies on its end-user and unreliable entity lists. From 10 November 2025, the US will suspend for one year the implementation of the rule expanding end-user controls to affiliates of certain listed entities. The agreement also includes China facilitating trade from Nexperia’s facilities to support the production of critical legacy chips, and ending several investigations of US semiconductor companies, including antitrust, anti-monopoly, and anti-dumping probes.
