On 26 October 2025, the United States and Vietnam announced a Framework for an Agreement on Reciprocal, Fair, and Balanced Trade, including measures concerning digital trade, services, and investment. Under the framework, Vietnam committed to refraining from imposing customs duties on electronic transmissions. The framework also includes commitments to address other non-tariff barriers, as well as matters relating to labour standards, environmental protections, and the conduct of state-owned enterprises. It builds upon the United States-Vietnam Bilateral Trade Agreement, which entered into force in 2001.
