United States of America: United States and Vietnam announced Framework for an Agreement on Reciprocal, Fair, and Balanced Trade including provisions addressing conditions for data transfers

On 26 October 2025, the United States and Vietnam announced a Framework for an Agreement on Reciprocal, Fair, and Balanced Trade. The framework covers digital trade, services, and investment, including provisions on cross-border data transfers, with Vietnam confirming that it does not require licences for the transfer of data out of its territory. The framework also includes commitments to address other non-tariff barriers, as well as matters relating to labour standards, environmental protections, and the conduct of state-owned enterprises. It builds upon the United States-Vietnam Bilateral Trade Agreement, which entered into force in 2001.
