On 26 October 2025, the United States and Vietnam announced a Framework for an Agreement on Reciprocal, Fair, and Balanced Trade. The framework covers digital trade, services, and investment, including provisions on cross-border data transfers, with Vietnam confirming that it does not require licences for the transfer of data out of its territory. The framework also includes commitments to address other non-tariff barriers, as well as matters relating to labour standards, environmental protections, and the conduct of state-owned enterprises. It builds upon the United States-Vietnam Bilateral Trade Agreement, which entered into force in 2001.
