International Trade Administration announced development of American AI Exports Program

On 21 October 2025, the International Trade Administration announced the development of the American AI Exports Program under Executive Order 14320, Promoting the Export of the American AI Technology Stack. The programme aims to support the global deployment of American AI technologies through industry-led consortia. It will establish evaluation criteria for defining and assessing components of the AI technology stack, outline participation and governance structures for consortia, and design business and operational models consistent with federal incentives and ownership requirements. The initiative will also ensure compliance with export controls, outbound investment rules, and national security regulations, with the objective of promoting AI exports and reducing dependence on technologies from countries of concern. The public consultation on the development of the program will commence after notice’s publication in the Federal Register.
