On 20 August 2025, the Ministry of Industry and Information drafted the guidelines for the construction of a comprehensive cloud computing standardisation system (2025 Edition) to provide technical support for the development of the nation's cloud computing industry. The guidelines provide technical support for the development of the country’s cloud computing industry, aiming to strengthen overall design and coordination across the sector, and to promote the formulation, implementation, and internationalisation of standards. The plan targets over 30 new standards by 2027 and their adoption by more than 1’000 enterprises to support digital transformation. The proposed standardisation architecture comprises six components: foundation, technology, services, applications, management, and security. Foundational standards establish common terminology, reference architectures, and talent development mechanisms. Technical standards cover platform support, interaction, deployment, and areas such as cloud-native and intelligent computing. Service standards define requirements for various “as-a-service” models, while application standards focus on integrating cloud computing with other technologies and its use in sectors such as manufacturing and finance. Management standards address the entire cloud lifecycle, from design and deployment to operation, maintenance, and quality evaluation. Security standards provide a framework covering foundational security, technologies, infrastructure, services, applications, and management.
