On 10 April 2025, the Ministry of Justice and Public Security (MJSP) adopted Ordinance No. 925/2025, establishing the Advisory Committee responsible for formulating a proposal for methodology and minimum requirements for age verification in digital services accessible to children and adolescents. The Ordinance, issued under Article 42-A of Decree No. 11.348/2023, defines principles including the priority and full protection of children’s rights, privacy and personal data protection, accessibility and inclusion, proportionality to risk, and alignment with international regulatory and standardisation practices. The Committee, coordinated by the National Secretariat for Digital Rights, comprises representatives from the Digital Rights Secretariat, the National Data Protection Authority (ANPD), and other federal departments, as well as civil society experts. It operates for 180 days, renewable once, and must submit a final report containing its proposal to the Ministry of Justice and Public Security. Participation is considered a public service rendered on an unpaid basis.
