China: Cyberspace Administration adopted guidelines for deployment and application of large-scale AI models in government affairs

On 10 October 2025, the Cyberspace Administration of China adopted the guidelines for the deployment and application of large-scale Artificial Intelligence (AI) models in government affairs. The guidelines apply to all levels of government using AI models in public services, governance, office work, and decision-making. They require departments to use registered or customised models, ensure unified deployment through national computing networks, and strengthen data governance and security. The guidelines mandate content review, confidentiality protection, and risk management aligned with existing AI regulations. It also promotes regular updates, user feedback, and AI literacy training.
