On 13 October 2025, the Office of Communications (Ofcom) closed its investigation into Nippyshare’s compliance with its duties under the Online Safety Act 2023. The investigation, opened on 10 June 2025 under Case No. CW/01304/06/25, examined potential non-compliance with statutory obligations applicable to regulated user-to-user services, including duties to complete and retain an illegal content risk assessment and to respond to an information notice issued on 1 April 2025 under Section 102(8) of the Act. The provider was required to submit the requested information by 1 May 2025. However, shortly after Ofcom initiated the investigation, Nippyshare became unavailable to users in the United Kingdom and more widely from around 15 June 2025. Given this development, Ofcom determined that it was no longer an administrative priority to continue enforcement action, while reserving the right to reopen the case should the service resume operations. Ofcom continues to monitor the service’s availability and may impose financial penalties of up to GBP 18 million or 10% of qualifying worldwide revenue or seek court orders restricting access if future non-compliance is identified.
