On 29 September 2025, the Ministry of Science and Technology (MST) opened a public consultation, until 20 October 2025, on the Draft Law on Artificial Intelligence. The Draft Law requires high-risk artificial intelligence systems subject to pre-inspection to undergo controlled environment testing before being put on the market under Article 16(1) and (2). It provides that testing results obtained in controlled environments may be used as a technical basis for conformity assessment and certification procedures under Article 16(2). The Draft Law requires suppliers and implementers of high-risk artificial intelligence systems to maintain test results and performance evaluation documents as part of mandatory technical records under Article 15(3). It further requires that certified high-risk artificial intelligence systems remain subject to post-certification testing and monitoring, including re-testing where major changes to algorithms, training data or intended use occur under Article 16(4). The Draft Law also provides for the establishment of artificial intelligence testing and inspection facilities to assess safety and reliability under Article 51.
