Russia: Adopted order on Methodology for determining the number of users of information resources per day implementing Federal Law No. 236-FZ

On 16 July 2021, the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) adopted an order on Methodology for determining the number of users of information resources per day implementing Federal Law No. 236-FZ on the activities of foreign persons on the Internet on the territory of the Russian Federation. The order contains guidelines on how information providers (foreign persons) targeted by the Law can determine the daily number of users. In particular, the order states that the number of users will be determined on the basis of information provided by information providers at the request of the Roskomnadzor. In the absence of the data, the Roskomnadzor will use special software designed to determine the number of users or the information public on the Internet.
