On 9 January 2023, the Bill on requiring disclosure of certain social media terms of service (S895B) was introduced in the Senate, creating Article 42 of the General Business Law for platforms with users in New York and annual gross revenue over USD 100 million. Obligations included publishing terms of service with user-behaviour rules, multilingual access, user-flagging and response processes, and biannual transparency reports to the Attorney General with disaggregated statistics; enforcement provided civil penalties up to USD 15'000 per violation per day and a 30-day cure period.
