On 25 August 2025, the Ministry of Commerce and eight other departments implemented the "Guiding Opinions on Vigorously Developing Digital Consumption and Creating a Better Life in the Digital Age". The Opinions aim to encourage digital consumption, including by encouraging the development of digital products, such as smart products and products integrating artificial intelligence. Local authorities are instructed to guide businesses in carrying out data classification and protection measures. Authorities are also encouraged to develop local digital consumption support systems, such as smart logistics, payment facilitation, and financial support. A further mechanism is the promotion of measures related to public data management and supply within the digital consumer sector, including the integration of both public and corporate datasets. Further, local authorities are encouraged to carry out activities promoting consumption, such as e-commerce festivals.
