Aligning Incentives for Leadership, Excellence, and Advancement in Development Act (AI LEAD Act/S.2937) including local operations requirement was introduced in Senate

On 29 September 2025, the Aligning Incentives for Leadership, Excellence, and Advancement in Development Act (AI LEAD Act/S.2937) was introduced in the Senate, establishing a requirement that any foreign developer of an artificial intelligence system must designate a permanent resident of the United States as an agent for service of process before making the system available domestically. The designation must be filed with the Attorney General and updated upon changes. The Department of Justice is mandated to maintain a public registry of such agents, and failure to designate an agent or to update records precludes deployment of the product in the United States, with the Attorney General authorised to seek injunctive relief to enforce compliance.
