On 23 September 2025, Bill No. 4722/2025 was introduced in the Chamber of Deputies to amend Article 224 of Decree Law No. 5452 of 1943, the Consolidation of Labour Laws (CLT), in order to equalise the working hours of employees in banks, banking houses, the Federal Savings Bank, and digital banks. The Bill responds to the expansion of digital financial institutions and aims to address disparities in employment contracts, as employees in digital banks often perform equivalent functions to those of traditional banking staff but are registered under different categories, such as retail or information technology professionals, thereby excluded from the reduced working hours and benefits afforded to the banking sector. The measure seeks to harmonise treatment across the financial system, reducing legal uncertainty arising from divergent labour court decisions regarding the classification of digital bank employees and ensuring that the modernisation of financial services does not diminish historically established labour rights.
