On 25 September 2025, the Bill No. 4784/2025 was presented in the Chamber of Deputies, proposing amendments to Law No. 8,934 of 18 November 1994, to establish a simplified, digital, and free procedure for updating business addresses in the public register of commercial companies and related activities. The Bill introduces Article 53-A, stipulating that contractual or statutory amendments limited to changes of a company’s head office or branch address must be carried out exclusively by digital means, in a simplified and cost-free process, with integration between the Commercial Registries, the Federal Revenue of Brazil, and the National Network for the Simplification of Registration and Legalisation of Companies and Businesses (REDESIM). It prohibits the collection of fees, charges, or other payments for such updates, except where a change of tax jurisdiction or federal unit occurs, and requires completion within 48 hours unless a substantiated demand is issued at the time of filing. The Bill further mandates that additional documentation requirements be standardised nationally through a single regulation, with the Executive Branch given 180 days to regulate and align the necessary technical and operational procedures for implementation.
