Ministry of Justice and Public Security announced proposal to create an age rating range “not recommended for children under 6 years old” within the Indicative Classification system

On 22 September 2025, the Ministry of Justice and Public Security (MJSP), through the General Coordination of Indicative Classification of the National Secretariat for Digital Rights, proposed the establishment of an age rating labelled “not recommended for children under 6 years old.” The proposal addresses potential risks of audiovisual and digital content for children in the literacy and values formation phase, excluding all forms of violence from the free range and introducing criteria such as “mild emotional conflict,” “moderate fantasy,” and “simplified social themes.” Legal support is drawn from the Child and Adolescent Statute (ECA), the Legal Framework for Early Childhood, and the Digital ECA (Law No. 15,211/2025). A public consultation, to be conducted through a questionnaire directed at industry stakeholders, including streaming, gaming, social media, and generative artificial intelligence providers, will inform the ordinance measures.
