President signed Bill on protection of children and adolescents in digital environments, including obligation to appoint legal representative (Law No. 15,211)

On 17 September 2025, the President signed the Bill on the protection of children and adolescents in digital environments into Law No. 15,211. The Law requires providers of digital products and services covered by the Bill to maintain a legal representative in Brazil with authority to receive official communications, respond to proceedings, and assume responsibilities on behalf of the foreign company before public authorities. It further requires that the packaging of personal electronic equipment sold in Brazil, whether manufactured locally or imported, include a sticker in Portuguese warning parents and guardians of the need to protect minors from accessing inappropriate online content. Finally, the Law establishes that obligations will apply in proportion to the characteristics and functionalities of each product or service, taking into account the provider’s level of control over content, number of users, and size of operations.
