Brazil: São Paulo Consumer Protection Agency adopted guide on online gaming and sports betting

On 18 September 2025, the São Paulo Consumer Protection Agency adopted the guide on consumer rights in online games and sports betting in Brazil under Federal Law No. 14,790/2023. The guide explains bettors’ rights, obligations, and safe practices. It covers responsible gambling, warning signs of addiction, and available support services, including 'gamblers anonymous' and Centros de Atenção Psicossocial (CAPS – Psychosocial Care Centres). It clarifies that advertising must show risks, avoid misleading claims, and not target minors. The guide also explains financial rules highlighting using only approved payment methods, withdrawals within two hours, and fifteen per cent tax on winnings. It reminds consumers to check authorised platforms (.bet.br domains) and report illegal operators to the Consumer Protection Agency.
