On 16 September 2025, the Attorney General of Australia released the National Identity Proofing Guidelines 2025. The guidelines apply to government agencies issuing or verifying identity credentials and to private organisations managing identity-related risks. The guidelines set standards for verifying identity, using biometrically anchored core credentials, levels of assurance, and alternative proofing methods such as trusted referees. They link physical and digital identity processes, emphasise privacy and secure data handling, and provide a risk management framework. The guidelines are voluntary and will be reviewed every two years.
