China: China's Ministry of Commerce announced framework agreement with United States addressing divestiture of TikTok

On 15 September 2025, China's Ministry of Commerce announced a framework agreement with the United States of America on the operation of TikTok. The agreement applies to TikTok’s operations in the United States and also focuses on technology exports and cross-border investment in the digital sector. China and the United States reached a basic framework consensus to resolve TikTok-related concerns cooperatively. China confirmed it will conduct technology export reviews according to domestic law while supporting TikTok in carrying out equal commercial negotiations with partners. The US indicated willingness to reduce related investment restrictions.
