On 15 September 2025, the New York State Attorney General’s Office opened the consultation on the Rules implementing the Stop Addictive Feeds Exploitation (SAFE) for Kids, until 1 December 2025. The Rules provide that platforms must use commercially reasonable and technically feasible methods to verify if a user is a minor and obtain verifiable parental consent before providing addictive feeds. The rules identify acceptable age verification methods, parental consent procedures, and any needed language access requirements, while allowing flexibility for innovation and protecting user data. To define a “significant part” of a platform, the rule sets thresholds based on monthly active users and platform size, excluding operators with fewer than 20,000 New York minors or 5 million global users. Local governments are exempt, and the impact on small businesses is minimised.
