Republic of Korea: Personal Information Protection Commission announced regulations on personal information including fair use guidelines

On 15 September 2025, the Personal Information Protection Commission announced measures on data and digital industries, including fair use guidelines for copyrighted works and a transaction and compensation system for copyrighted data. Public and pseudonymised data will be more accessible, with civil servant exemptions to encourage disclosure. Original video data can be used for autonomous driving within the year. Pilot zones for autonomous vehicles will expand to the city level. Regulations for Artificial Intelligence (AI) robots in daily life and industry will be updated.
