On 15 September 2025, the Office of Communications (Ofcom) opened a public consultation on recommendations on designing for media literacy until 8 December 2025. The recommendations set out a framework of good practice to guide service providers in promoting media literacy across the UK, building on Ofcom’s statutory duty as part of its Online Safety Roadmap. They apply to service providers that create, host, and distribute content and media to significant UK audiences. Specific areas covered include embedding media literacy by design, offering transparent choices, equipping users with practical management tools, supporting critical assessment of content credibility, and assisting parents and caregivers. They also encourage engagement with expert third parties, educational initiatives, and support for underserved communities. The recommendations aim to empower individuals by enabling meaningful content choices, personalised online experiences, and strengthening critical engagement skills.
