Ministry of Science and Information and Communication Technology announced guidelines on AI transparency obligations

On 15 January 2025, the Ministry of Science and Information and Communication Technology (MSICT) announced the guideline on artificial intelligence (AI) transparency obligations pursuant to Article 31 of the Framework Act on the Advancement of Artificial Intelligence and Creation of a Trust Foundation (AI Framework Act), mandating disclosure for generative and high-impact artificial intelligence. Obligations include advance notice through terms of service or user interfaces (UIs), visible and invisible watermarks including Coalition for Content Provenance and Authenticity (C2PA) standards, and output labelling. Deepfake results must be labelled, with labelling methods adapted to user age and condition. Exemptions apply to internal business use or cases where artificial intelligence generation is evident. The guideline sets specific requirements for notification examples, watermarking methods, and display by output format such as text, image, video, or audio.
