European Commission adopted Delegated Regulation amending Regulation (EU) 2021/821 concerning the list of dual-use items

On 5 September 2025, the European Commission adopted a Delegated Regulation amending Regulation (EU) 2021/821 of the European Parliament and of the Council on the list of dual-use items. The amendment replaces Annex I to align the EU control list with the 2024 decisions of the Australia Group, the Missile Technology Control Regime (MTCR), the Nuclear Suppliers Group (NSG), the Wassenaar Arrangement, and the Chemical Weapons Convention (CWC). It also incorporates additional commitments accepted by Member States under the Wassenaar Arrangement. The update revises control parameters, technical definitions, and item descriptions, and introduces new items, including quantum technologies, semiconductor manufacturing equipment, advanced computing integrated circuits, coatings for high-temperature applications, additive manufacturing machines and materials, and peptide synthesisers. The Regulation enters into force the day after its publication in the Official Journal of the European Union.
