State Administration for Market Regulation opened consultation on draft administrative measures for national standard monitoring points

On 4 September 2025, the State Administration for Market Regulation (SAMR) opened a consultation on the administrative measures for national standard implementation monitoring points until 3 October 2025. The draft sets out the legal basis, purpose, and scope of the measures. It defines monitoring points as entities authorised to collect and submit data on the implementation of standards, and assigns responsibilities to the State Council, local standardisation administrative departments, and the monitoring points themselves. It further lays down rules on eligibility, application, review, and establishment procedures. The draft also specifies the categories of data to be collected, as well as requirements for quarterly reporting, preservation, and analysis. It provides mechanisms for supervision, evaluation, rectification, and revocation, and requires the protection of state secrets, trade secrets, and intellectual property. The measures are to be interpreted by SAMR (National Standards Commission) and will take effect upon publication.
